The provider offers a Cancer specific tool, thereby supporting the evaluation of the effect on the earlier diagnosis of cancer (aim of the LTP), is the only affordable solution, and is known to be able to meet the CCG's urgent go-live requirements. It is also known that the provider can integrate in to EMIS, as is required. As a result of all the material factors noted above, the requirement is being awarded in line with the negotiated procedure without prior publication and specifically regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 'competition is absent for technical reasons'. C The Signs is the only provider capable of meeting the Commissioner's requirements, integrating with existing embedded systems, within the Commissioner's defined financial envelope. The contract will be awarded to C the Signs. The value of this notice is PS476,160 for a 3 year period.
