## Summary

The procurement process for the Timebanking Pilot Project Contract is being conducted by South Cambridgeshire District Council (SCDC) in the East of England. The tender, which was published on 7th February 2018, aims to establish and manage two timebank schemes within the district over a contract period starting from 23rd March 2018 until 28th February 2019. The deadline for submitting tenders is 28th February 2018. This initiative is classified under "Other community, social and personal services" and seeks to tackle issues such as isolation and loneliness, promoting community interaction through timebanking, where hours of service exchanged become a form of currency.

This tender presents substantial growth opportunities for organisations involved in community services, social enterprises, and those with expertise in project management and community engagement. Small and medium enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) would find this contract well-suited to their capabilities, especially those with experience in establishing socially beneficial programmes. As SCDC anticipates further funding for expanding the timebanking initiatives, successful bidders may also see longer-term engagement and collaboration prospects.

## Notice

Following the outcome of a recent project focussing on reducing isolation and loneliness, South Cambridgeshire District Council (SCDC) has committed to support the development and coordination of two new timebanks in the district over the next twelve months. The definition of a timebank, is a reciprocity-based work trading system in which hours are the currency. With time banking, a person with one skill set can bank and trade hours of work for equal hours of work in another skill set instead of paying or being paid for services. Timebanking is a means of exchange used to organise people and organisations around a purpose, where time is the principal currency. For every hour participants 'deposit' in a timebank, perhaps by giving practical help and support to others, they are able to 'withdraw' equivalent support in time when they themselves are in need. In each case the participant decides what they can offer. Everyone's time is equal, irrespective of whatever we choose to exchange. Because timebanks are just systems of exchange, Timebanking makes use of the assets and resources that exist within a particular community or group. Timebanking builds social networks of people who give and receive support from each other, enabling people from different backgrounds, who may not otherwise meet, to come together and form connections and friendships. Generating social capital in this way can be an important determinant of health, wellbeing and resilience, all of which can prevent needs arising. * SCDC is seeking to appoint an organisation to undertake the start up and growth of two new timebank schemes in different or grouped villages in the district (to be agreed with SCDC). * The schemes are expected to become self-sustaining as they grow, if local funding can be sourced. * There is potential for an extension of funding, to repeat the scheme in further villages in months 13 to 24 and/or further embed the original schemes if they require further development.
