## Summary

The Royal Borough of Kingston upon Thames is currently seeking proposals for a tender titled "Project Manager for Heat Network Detailed Project Development". This project falls under the services industry category, focusing specifically on project management consultancy services, with a budget of £50,000. The tender process is open, and submissions are due by 3rd August 2020. The initiative aims to support environmental efficiency and carbon emission reduction in Kingston, aligning with the Council’s Climate Emergency motion passed in 2019 and ongoing strategic objectives outlined in the Kingston Plan.

This tender presents an excellent opportunity for businesses specialising in project management consultancy, particularly those focused on environmental and energy efficiency projects. Small and medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) are encouraged to participate. With the potential to influence significant carbon savings and support local regeneration efforts, businesses positioned in sustainable practices could greatly benefit from the outcomes of this project.

## Notice

In 2019 Kingston Council passed a motion on combating the Climate Emergency and reduction in local carbon emissions as a political priority of the ruling administration. The Kingston district heating network, if it achieves full potential, is likely to be the largest carbon saving measure initiated in this current council term (2018-2022). Thames Water has agreed with the regulator to achieve a set minimum target of carbon savings from its operations. It is also considering the commercial possibilities of exporting zero or low carbon heat from its sewage treatment sites. Kingston Hospital Trust has carbon emission targets and has indicated that they may wish to buy low carbon heat from an external source to assist in achieving them, if this is viable. The project is intended by Kingston Council to deliver a number of outcomes in relation to economic and environmental efficiency as well as to support housing delivery and regeneration in Kingston. The Kingston Plan (2008-2020) set out a collective vision for the future, with a number of specific actions and objectives to achieve this. These are outlined in the Strategic Outline Case, in the suite of the documents accompanying this scope. A new Kingston Plan and Energy Plan are currently being drafted, this will reflect the Council's adoption of the Climate Emergency motion in 2019.
