Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The proposed 50% uplift is required following The Sovini Group and its Registered Provider's unforeseen appointment as Sefton Council's exclusive affordable housing delivery partner 2030, which has materially increased development activity and demand under the TPA. The modification is proportionate, supports continuity of compliant delivery, mitigates delay, disruption and duplicated procurement costs, and safeguards delivery of strategic affordable housing outcomes for Sefton residents.",
