The Council aims to transport vulnerable children and young people to and from schools and colleges, ensuring efficient, safe, and reliable travel services. The procurement method is an open procedure above the threshold, with a tender period ending on 30th June 2023. The contract period is scheduled to start on 1st August 2023 and end on 31st July 2027. This tender presents an opportunity for businesses in the transport services industry, particularly those providing vehicles for transporting more than 10 persons or fewer than 10 persons. Small and medium-sized enterprises (SMEs) are encouraged to participate. Suppliers must register with the Council's e-tendering system to express interest in the opportunity. The tender will be awarded in two lots for minibuses and taxis, offering multiple suppliers a chance to provide their services. ## Notice Birmingham City Council is seeking tenders from suitable tenderers that wish to be appointed to a Framework Agreement for the provision of the Service. The Service required will primarily be to transport vulnerable children and young people to and from schools and colleges. The Council must meet the statutory requirements relating to home to school transport and sustainable travel. The Council is the largest service of its kind in the country providing transport services (vehicles, drivers and passenger assistants) to support over 4,500 children and young people with SEND. There are over 1,200 transport routes operated each day and, as at early September 2022, approximately 920 of these routes require passenger assistants to support the needs of these children and young people. The Council aims to assist in improving the lives of children and young people through the provision of efficient, safe, secure, sensitive, suitable, timely and reliable travel services; and where appropriate, help prepare the child or young person to travel independently. The Framework offer the opportunity to establish a robust specification building on the standards already set by the Council to deliver these outcomes. The Council requires providers that will deliver transport services using a range of vehicles to include but not limited to cars, people-carriers, wheelchair-accessible vehicles, minibuses, and accompanying passenger assistants (as and when required) as agreed with Children Young People Transport Services (CYPTS). The Framework Agreement will be in 2 Lots and will be awarded to multiple suppliers as follows: Lot 1: Minibus (For 9-seat or more vehicles) This will have a maximum of 20 successful tenderers on the Framework to deliver all the minibus contracts. Call off will be via further competition based on requirements, and individual requirements will be packaged based on needs. Lot 1 also has the option of a direct award where required, for example in urgent circumstances. Lot 2: Taxi: (vehicles that can provide 8 passenger seats or less.) This will have a maximum of 35 suppliers and call off will be via direct award based on vehicle type and pricing. Once the Framework Agreement commences and there is a requirement, the Council will directly award that requirement via a direct Call-Off Contracts to the supplier who achieved the highest ranking in total combined score (quality and price) against the required vehicle type/category.
