The procurement process titled "S30057 Seamless Travel Across Networks - Greater Manchester" is managed by National Highways Limited, a significant buyer located in Birmingham, England. It falls under the industry category of Development Consultancy Services, with a CPV code of 73220000. The process aims to improve strategic road network integration in Greater Manchester, using innovative strategies for seamless journeys during planned events. The procurement method involves a selective call-off from a framework agreement and covers delivery locations including the United Kingdom and other areas such as Europe and overseas territories. The contract period extends from 4th December 2025 to 31st March 2026, and it is suitable for small and medium-sized enterprises (SMEs).

This tender provides substantial opportunities for businesses specialising in consultancy and innovative transport solutions. Companies with expertise in strategic road network planning and tech-driven transport mechanisms can benefit from the development consultancy services required for this project. The focus on collaborative improvement of network integration presents a chance for businesses to enhance their foothold in the Greater Manchester area and potentially other regions. SMEs, in particular, are encouraged to partake due to the suitability requirements, although non-voluntary, community-driven enterprises (VCSEs) are not deemed suitable. Engaging with this contract can foster business growth through strategic collaboration with major transportation bodies like National Highways and the potential for universal adaptability to other events across different cities.

## Notice

The objective of the Definition phase is to enhance our understanding of the current and future impact that planned events will have on the strategic road network (SRN) and Greater Manchester transport network. This will enable us to be in a better position to define and evaluate our influence in how we can support seamless journeys in Greater Manchester over RIS3 and RIS4. The project should focus on innovative strategies rather than traditional infrastructure improvements like expanding road capacity, which are constrained by road space availability, cost, and environmental factors. The recommendations made from the project will have the potential to pave the way forward in how NH and TfGM can collaboratively improve network integration and the enablement of seamless journeys for planned events. The outcomes from this project will have universal applicability to other planned events. The use case of MUFC home games for this project could easily be transposed to other planned events both in Manchester and other cities.
