## Summary

The procurement process involved Highways England, a key organisation responsible for managing the motorways and major roads in England. The contract, titled "1-951 REM V3.0 Expressways Rules Development Task," falls under the industry category of research and development services and related consultancy services. The procurement was conducted through a selective method with a call-off from a framework agreement, having reached the award stage. The contract was awarded on 4th October 2019, with a contract period running from the same date until 31st March 2020. The delivery addresses include locations across the British Overseas Territories, Channel Islands, Europe, Isle of Man, the United Kingdom, and beyond.

This opportunity can facilitate growth for businesses specialising in consultancy services and software development focused on transportation and infrastructure. Specifically, small and medium-sized enterprises (SMEs) that possess expertise in rule generation, REM architecture, and highway design in compliance with the Design Manual for Roads and Bridges (DMRB) would be particularly well-suited to compete for similar contracts. Engaging with Highways England may establish lasting partnerships, opening doors for future projects as the organisation endeavours to improve efficiencies in major projects over the next five years.

## Notice

Highways England need to deliver a greater volume of work over the next 5 years (RIS2) and therefore greater efficiencies are needed throughout the project lifecycle. Within Major Projects Directorate, the Smart Motorways Programme is a key part of the overall delivery strategy to improve the network and have an innovations group looking at how to deliver these programme efficiencies. As part of this strategy the continued expansion of functionality within REM is to build on the successful development of REM V1.0 (Ops Concept) and REM V2.0 (SGAR3). The business is committed to the Digital By Default vision and strategy and as such this will compliment that works through the tactical delivery of the rules to progress the expansion of REM across major projects through the RIP portfolio. The purpose of the task is to develop and validate a suite of rules embedded in the REM architecture to deliver the equivalent SGAR3 outputs of that for SMP but to provide the RIP suite of schemes to the same level of detail and performance. As part of the Design Assurance and Engineering workstream, the Consultant will provide appropriately qualified resources to support the rules development and validation and verification for REM 3. Resources assigned to this function shall have experience in supporting rules generation, REM and experience in designing highway schemes using DMRB.
