## Summary

The Torbay and South Devon NHS Foundation Trust, in conjunction with Torbay Council and NHS Devon Clinical Commissioning Group, is initiating a procurement process for the "Living Well @ Home" service, which focuses on regulated home-based care and domiciliary services in the health and social work sector. This opportunity is located in Torbay, England, and operates under a pseudo open framework agreement expected to commence on 1st April 2020, lasting for a total of five years with a possibility of extension for an additional three years. The procurement stage is currently at the award phase, with an estimated contract value of £8,000,000. Interested parties should note that the tender period concluded on 8th January 2020, with details surrounding the final specifications and rates to be communicated at a later date.

This tender represents a significant opportunity for home care providers, particularly small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in health and social services. Businesses equipped to deliver a diverse range of home-based support and care services may find this a lucrative avenue for growth, given the Trust's intention to expand the market to fill outstanding packages of care. With a high volume of service hours currently in use, potential suppliers have the chance to engage in a competitive environment aimed at enhancing community health services in the region.

## Notice

Torbay and South Devon NHS Foundation Trust (the "Trust") along with its partners Torbay Council (the "Council") and NHS Devon Clinical Commissioning Group (the "CCG"), collectively known as the "Partners", are procuring a Living Well @ Home (regulated home based care/domiciliary care) service for Torbay. The Trust intends to let a pseudo Framework Agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime). The Trust are seeking to contract with a number of home care Providers through a pseudo open framework agreement from 1st April 2020 for 5 years with the option to extend for a further 3 years. We currently purchase circa 7,000 hours per week and we need to develop our market to fill outstanding packages of care. We anticipate opening the procurement annually/as and when required for new applicants and/or lots, extending the scope beyond standard home based care/domiciliary care. The Trust is issuing an Invitation to Participate ahead of the final specifications and confirmation of rates. This will allow potential Providers to familiarising themselves with the relevant Selection Questionnaire and Award Criteria Questions. At a later date the Trust will issue the final specification and rates, and then set the date and time for the closure of this Contract Notice. We will provide potential Providers a reasonable amount of time to formalise their response.
