## Summary

The Department for Work and Pensions is inviting bids for a tender titled "Peer Mentoring for Individuals with a Substance Dependency". This procurement falls under the Light Touch Regime category for specialist training services. The contract value is £4,000,000, with a procurement method of selective call-off from a dynamic purchasing system. The tender period closes on 21st November 2022, and the contract period spans from 16th January 2023 to 31st March 2025. The opportunity is suitable for SMEs and VCSEs, and the buying organisation is based in Leeds, England.

This tender presents an opportunity for businesses to provide peer mentoring services to individuals with substance dependencies across various regions in the UK. Businesses accredited on the DWP's Test and Learn Dynamic Purchasing System under the Peer Support service line are eligible to apply. SMEs and VCSEs are particularly well-suited to compete for this contract, which aims to support individuals in managing dependencies, accessing support services, and transitioning to employment. Successful suppliers have the chance to make a meaningful impact by using lived experiences to inspire and support others towards recovery and work integration.

## Notice

Individuals with a substance dependency often have the most complex needs. Without specialist intervention, many are unable to overcome barriers to recovery and employment. Individuals are often unwilling to disclose their dependency to Jobcentre Plus (JCP) Work Coaches due to denial, shame, or fear that they will be sanctioned in some way. Other individuals with a dependency may not be engaged with the Secretary of State for Work and Pensions (the Buyer) at all. As a result, individuals are not able to receive the help and support they need to overcome the addiction and move towards or into work. The Buyer is therefore seeking to run a new Peer Mentoring Trial, with the expectation of there being a minimum of 35 Peer Mentors in 9 Jobcentre boroughs within England, Scotland, and North Wales in 2023 - North East (1-2 Peer Mentors covering Hull); North East Lincolnshire (1-2 Peer Mentors covering Grimsby, Immingham); Liverpool Region (9-11 Peer Mentors covering Liverpool City, Knowsley, Wirral, St Helens, Southport, Sefton, Halton); South East (5-7 Peer Mentors covering Portsmouth, Cosham, Fareham, Havant, Gosport); South West (3-5 Peer Mentors covering Bristol Central, Bristol South, Bristol North/East); London and Essex (8-10 Peer Mentors covering Newham, Hackney, Tower Hamlets, Islington, Westminster and Camden, Lambeth, Croydon); North Kent (1-2 Peer Mentors covering Medway); Scotland (4-6 Peer Mentors covering Partick, Drumchapel, Springburn, Laurieston, Glasgow City, Shettleston); North Wales (3-5 Peer Mentors covering Wrexham, Denbighshire, Flintshire). Peer Mentors will use their lived experience of addiction and recovery to inspire, motivate and support others to manage their dependency, access appropriate support (including treatment, Universal Credit, housing services) and move towards employment. Please note: All interested Suppliers must be accredited on DWP's Test and Learn Dynamic Purchasing System (DPS) under the Peer Support service line. Please see these links: - DWP Test and Learn DPS: how to register and apply - GOV.UK (www.gov.uk) DWP Test and Learn Dynamic Purchasing System: guidance for businesses - GOV.UK (www.gov.uk) After successful accreditation, the Buyer directly contacts the DPS Supplier with regards to accessing the opportunity via the DWP e-Procurement system. This is a procurement for services under the Light Touch Regime and DWP will not be bound by Public Contracts Regulations 2015 except as such Regulations are applicable to the Light Touch Regime. DWP expressly reserves the rights: (i) to cancel this procurement at any stage; (ii) to not award any contract as a result of the procurement process commenced by publication of this notice; (iii) to make whatever changes it may see fit to the content and structure of the tendering competition; (iv) and in no circumstances will DWP be liable for any costs incurred by potential suppliers.
