## Summary

The Cleveland Fire Authority is currently engaged in a completed procurement process for specialist consultancy services aimed at re-configuring their control room operations. This tender, titled "Control room re-configuration - specialist consultancy services," falls under the category of services related to command, control, and communication systems. The procurement method used was an open procedure, with the tender period concluding on 3 December 2021. The contract period commenced on 10 January 2022 and is scheduled to end on 31 March 2022. The services are targeted at firms based in the North East region of the United Kingdom.

This tender presents significant opportunities for consultancy firms, particularly those specialising in telecommunications, technical analysis, and project management, which align well with the requirements outlined by the Cleveland Fire Authority. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-suited to compete for this contract, as it encourages participation from organisations that can provide innovative solutions for improving fire control services. With a contract value of £30,000, the potential for business growth in this sector is substantial for qualified suppliers who can effectively demonstrate their expertise.

## Notice

The Fire and Rescue Services Act 2004, Part 2 Sections 7(2)(c), 8(2)(c) and 9(3)(c), places a duty on Fire and Rescue Authorities to make arrangements for dealing with calls for help and summoning personnel. There are various models which can be adopted to fulfil these call handling obligations. Traditionally, Fire and Rescue Services (FRS) have operated their own Control Rooms. However, since the collapse of the Government's Regional Fire Control Centres project in 2010 and more recently the introduction of the Police and Crime Act 2017 duty to keep collaboration opportunities under review in the interests of efficiency and effectiveness, many FRS have now strategically joined up with others to provide joint Fire Control functions Cleveland Fire Authority and County Durham and Darlington FRS have together identified a number of strategic collaborative options to be explored for Fire Control call handing and mobilising. Independent consultancy is now required to appraise the viability of these strategic options.
