## Summary

Cambridgeshire County Council, through its procurement arm LGSS, is conducting a Soft Market Test for an Online Flood Reporting System to enhance flood management in the region. This initiative falls under the software package and information systems category, with the planning stage currently ongoing. The engagement end date is set for 29th October 2021, at 17:00, and it aims to gather information on available solutions that can improve user experience in flood reporting. Interested businesses can find more details on the tender through the provided market engagement notice.

This tender presents a significant opportunity for software developers, particularly those focused on mobile applications and data management systems, to contribute to an essential community service. Businesses specialising in user-friendly software solutions that integrate GPS and geocoding functionalities may find themselves well-suited to compete. The programme encourages participation from small and medium enterprises (SMEs) as well as voluntary and community sector enterprises (VCSEs), providing a chance for innovative local solutions to meet the county's flood management needs.

## Notice

Cambridgeshire experienced widespread flooding in December 2020 and as a result, a programme of works was decided for the year 2021-2022. The Community Flood Action Programme is a County Council-funded programme to increase the county's resilience and ability to adapt to flooding. This will be achieved through improving access to flood risk management information, improving data quality, and providing guidance on asset management and support for local groups to establish community flood plans. Cambridgeshire County Council currently have a system for reporting floods online which sits within their website however, we are now looking to the engage the market again via this Soft Market Testing to understand what is available and with the aim of procuring a solution that is mobile/tablet friendly, that can be linked to our flood website, that can be searched by postcode or address, and is linked to mobile GPS, that can geocode reports of flooding from a point selected by the user on a map, is able to export data in both GIS and more 'user friendly' formats, can receive user photos, and is editable by the user. This software will be a key tool in capturing and managing flood report data. Additional information: Please read the documentation contained within the tender portal and if you feel that your organisation is able to contribute to this exercise please return the relevant document as directed by Soft Market Documentation by no later than the 17:00 on Friday 29th October 2021.
