## Summary

The procurement process involves South West Police Procurement Services, which is seeking a three-year access agreement for a digital multi-diversionary activity rehabilitation platform aimed at supporting Community Resolutions. This tender is classified under the services related to the detention or rehabilitation of criminals and falls under the Light Touch regime, with a direct award method justified due to the unique technical requirements of the service. The contract is set to commence on 20th May 2021 and will run until 19th May 2024, with an award value of £80,000. The deadline for the tender period was on 7th May 2021.

This tender presents significant opportunities for businesses specialising in digital rehabilitation solutions, particularly those with innovative platforms that meet the specific needs outlined by the contracting authority. Companies with expertise in delivering rehabilitative services or who can provide tailored software solutions may find themselves well-suited to compete, especially given the absence of competition for technical reasons as indicated in the contract award justification. The designated supplier for this award is Intervention Consultancy Limited, suggesting a preference for established firms capable of delivering high-quality services in the public sector.

## Notice

This requirement falls under the Light Touch regime and falls UNDER the current PCR2015 thresholds however for the reasons described herein the OPCC feel it is justified to directly award this contract as it is considered that the service to be delivered (a digital multi-diversionary activity rehabilitation platform) can only realistically be undertaken "...by a particular economic operator [i.e. The Red Snapper Group)]...where competition is absent for technical reasons..." as per (Art 32 (2) (b) (ii) of Public Contracts Regulations 2015) as 'The Innovation Hub', due to the breadth of rehabilitative activities accessible through the platform, is considered to be technically unique and could not be delivered via bespoke development of software within the budgetary and timescale constraints of the project.
