This should be positioned via a packaged model that considers the value for money provided for an organisation as a whole over time. This work does not include any similar development for ICS/ICBs. The scope includes all delivery, iteration, measurement, marketing and recruitment of the digital boards product. This includes any up-front discovery work to understand the problem better and adequate (if rapid) testing of assumptions through the development of 'alpha' learning offers. NHSE will ensure a 'stop/go' decision in included in the contract so that we are able to terminate the contract if the discovery and alpha phases do not deliver the requisite confidence of approach. All learning development products developed must be based on validated user and organisational needs. Importantly we are keen to partner with a company that has proven reach into NHS Boards as a trusted education delivery partner. We need to be confident that our partner is able to persuade a high proportion of NHS Trusts to undertake what can be a very revealing and exposing conversation about their digital maturity and personal comfort in an area that we know is contentious and can be frightening to individual board leaders. NHS England is unable to help significantly with the marketing of this product, so the supplier must have an established 'route to market' for NHS Trust Board education. NHSE is happy to entertain joint or prime bids where some level of partnership between organisations enables a bid to meet all points in scope.
