## Notice

Camden Clinical Commissioning Group is committed to hosting Training Hub formerly known as the Community Education Provider Network (CEPN) on behalf of HEE. Training Hub (CEPN) is a multi-agency project that is funded externally by HEE NCEL (Health Education England (North Central and East London)). The current provision of the "Community Education Provider Network (CEPN) Project Management & Admin Service" is provided by Community Matters. Community Matters are contracted to provide Project Management and Admin Service for Camden Training Hub formerly known as Community Education Provider Network (CEPNs) which is a resource for health and social care professional to Camden. On the 13th June 2017 Camden Clinical Commissioning Group (the CCG) wrote to Community Matters awarding them the Contract for their successful invitation to tender: "PRJ429 Community Education Provider Network (CEPN) Project Management & Admin Service". The Contract commenced during July 2017 and finished on 31st March 2019 after a possible extension of up to one (1) year was exercised. Both parties signed the "NHS Terms and Conditions for the Provision of Services (contract version), The Current CEPN model is important in delivering HEE programmes of funding to primary care and the community. Key messages coming out of the recently published papers and plans is 'single delivery models' and 'shared learning'. Camden CCG has always worked closely with the STP and NCL - Haringey, Islington, Barnet and Enfield. Community Matters in August 2018 were successful in their bid tender to support Haringey and Islington CCG with regards to CEPN and delivering education & training to primary care. Where appropriate projects have been delivered across boroughs, for example the London ambulance service training. With this in mind Camden, Haringey and Islington CCGs are looking at working together and support each other and how to deliver innovative thinking locally through shared learning. Our proposal is an extension of the Camden and Community Matters Contract and to align the Contract dates with Islington and Haringey CCGs contract who have commissioned Community Matters for a maximum of 2 years. with extension of a further year. This means that the Islington and Haringey Contract ends August 2020. By aligning the Community Matters Contracts, by dates only, the funding would continue to come through Camden CCG to be distributed, this would give the NCL time to be able to work and build together a new tender incorporating the plans and deliverables being spelled out in the additional papers being published later this year. This new procurement would look at working with 3 or more of the NCL boroughs to deliver from either 1st April 2020 or August 2020. Additional information: Camden CCG is committed to hosting Training Hub formerly known as the Community Education Provider Network (CEPN) on behalf of HEE. The Training Hub supports the education and training of health and social care providers (NHS and non-NHS) addressing the needs of the current workforce and preparing the workforce for the future. This includes addressing workforce shortfalls through apprenticeships, retention opportunities, supporting new roles and new ways of working. Community Matters was awarded the tender process to provide Project Management and Admin Service supporting the engagement of over 20 local providers and in overseeing the delivery of each year's projects. HEE is making available a transformation fund to Camden Community Education Network to enable the development of an infrastructure that looks to delivering primary care education across the workforce in line with the visions of national strategy such as the 10 year Long term Plan but also in conjunction with the other NCL Training Hubs. The service provider will need to full-fill the minimum criteria below: 1. Manage the delivery of the Transformation Fund programme (both Camden specific and Cross-Borough projects) and CEPN programme (2017/2018) activities (events and training) for both Camden and cross-borough programmes from development to implementation on behalf of Camden Clinical Commissioning Group. 2. Experience of working with provider trusts, GP's and Pharmacists within Camden 3. Work and engage with key stakeholders within Camden Clinical Commissioning Groups Health Education England and Provider organisations to deliver the Transformation Fund programme activities. 4. Manage invoices, contracts, manage and distribute payments to facilitators and third party providers involved in delivering the Transformation Fund programme on behalf of Camden Clinical Commissioning Group, ensuring that all payments are accurate and correct. Documentation such as contracts and invoices relating to payments should be maintained and documentation provided to the CCG on request. 5. Co-ordinate all the events within the Transformation Fund programme delivery plan to ensure all work streams/events are delivered on time. 6. Act as the key contact for all Transformation Fund programme facilitators and suppliers to respond to all queries and resolve any issues. 7. Provide administrative support and all document management relating to the Transformation Fund Programme. 8. Monitor, review and report on the delivery plan (including financial summary) to the CCG on a regular basis, highlighting issues and risks and lessons learned 9. If an underspent is projected, work with the commissioner to plan how the funding would be dispersed and in case of any funds outstanding at the end of the year (arising from under spend)
