Health Education England (HEE) requires an organisation to measure the impact to the urgent care system of the rotating paramedic model and model the impact if the model is scaled up nationally. Developing the Advanced Paramedic and Specialist Paramedic Workforce -Measurement of the impact of this new way of working on the urgent care system Introduction Increased attention to issues of cost, efficiency and population health within the NHS have been prompted by the scarcity of resources in primary care and ambulance services, relative to health needs and demands. Driven by factors such as the development of a more skilled and mobile workforce, ageing populations and also by the heightened knowledge and expectations of healthcare consumers. These classical forces of supply and demand on the market for healthcare have given rise to the need for a new way of working and resource allocation within ambulance services and primary care. The Rotating Paramedic Programme aims to use pathways which reduces the waste of clinical resources and ensures they are utilised in the model where they add most value for patients and reduces costs. The key benefits of the Rotating Paramedic Pilot are to: *Ensure the right response is delivered first time *Reduce the number of avoidable ambulance responses *Reduce the number of emergency ambulance conveyances to A&E *Reduce A&E and unplanned admissions *Improve primary care response to urgent and same day requests.
