## Summary

The procurement process involves the Crown Commercial Service, which sought to develop the "Met Office WOW App," aimed at enhancing the existing Weather Observations Website used by the Met Office. This tender was classified under IT services (CPV 72000000) and was located in the South West of the United Kingdom. The tender period concluded on 4th June 2015, and although the initiative promised significant technological advancements, it has since been cancelled. The primary objective was to invite suppliers capable of meeting the requirements set under the Digital Services Framework.

This tender represents an opportunity for businesses specialising in IT services, particularly those skilled in software development, consulting, and Internet support. Small and medium-sized enterprises (SMEs) with innovative solutions in weather data management or cloud services would be well-positioned to compete. Engaging in such tenders allows these businesses to collaborate with government bodies and potentially expand their market reach, while enhancing their capabilities in delivering adaptable technology solutions.

## Notice

PLEASE NOTE - THIS IS FOR TRANSPARENCY PURPOSES ONLY, ONLY CAPABLE SUPPLIERS UNDER THE DIGITAL SERVICES FRAMEWORK WILL BE INVITED TO BID. The original WOW (Weather Observations Website) was developed in 2011 in partnership with the Department for Education and the Royal Meteorological Society and was funded by a capital grant from BIS. The technology was built by a third party, PA Consulting, and is hosted on the Google cloud platform. At the time this was an innovative use of technology for Government and has received a number of industry awards. The platform has become extremely well used and now contains over 440 million observations from around the world. WOW is also the primary operational system within the Met Office Observations Group for climate observers to submit their daily observations to the Met Office. A trial has been underway with the Australian, Dutch and New Zealand Met Offices to explore the feasibility of providing WOW to another National Meteorological Service. Although this has been successful, the pilot has identified a number of opportunities to improve the system especially in terms of creating a more flexible and adaptable system.
