## Summary

Notting Hill Genesis procured lift modernisation works through its Lift Modernisation Programme. The requirement is classified as lift installation work and is intended to upgrade lifts; the programme description does not set out specific equipment, buildings or individual tasks. Delivery is in London. The buyer is Notting Hill Genesis, a housing provider. This is a programme of works rather than a purchase of lift equipment alone, so it is relevant to contractors able to undertake lift modernisation and installation work for a housing organisation.

The procurement is complete and was awarded to Target Lifts Limited and Apex Lift & Escalator Engineers Limited. The award date was 21 September 2026, and the combined stated award value is £5.7 million; no separate values are given for the two suppliers. The contract period runs from 26 October 2026 to 25 October 2028, with an option for Notting Hill Genesis to extend by up to one further year, subject to performance and service-quality reviews. The tender deadline was 14 September 2026. The procurement was run under the Public Contracts Regulations 2015 through the buyer’s Planned Upgrade/Improvement Works dynamic purchasing system. The buyer limited awards to no more than two lots per tenderer, except for Lot 5.

This award demonstrates demand from Notting Hill Genesis for lift modernisation delivered by specialist works contractors, through its Planned Upgrade/Improvement Works dynamic purchasing system. The programme’s scale and the participation of two selected suppliers indicate a requirement that benefits from delivery capacity and resilience across multiple lots. The buyer stated that the contract extension would depend on satisfactory reviews of performance, service quality and delivery, so credible future competitors should be able to evidence reliable delivery and quality performance on lift modernisation work. The procurement was marked as suitable for small and medium-sized enterprises, and both selected suppliers are SMEs; smaller specialist contractors may therefore be relevant competitors when this buyer next procures this requirement.

## Notice

Notting Hill Genesis (NHG) have procured Contractors for the delivery of their Lift Modernisation Programme. The procurement of these Contracts was carried out in accordance with the Public Contracts Regulations 2015 (PCR15) and the Terms and Conditions of the NHG Planned Upgrade/Improvement Works Dynamic Purchasing System (DPS). It was intended that the Contracts will run for a period of one year with the option for renewal, as decided by NHG, for an extension of up to a further one year, subject to satisfactory reviews based upon performance and quality of service and delivery. The maximum duration of the Contracts is therefore two years. In order to promote an appropriate balance between capacity, resilience and market participation, NHG determined that no Tenderer could be awarded more than two Lots under this procurement (excluding Lot 5). Accordingly, while up to four Lots could be awarded in total, no single Tenderer could be awarded more than two (excluding Lot 5).
