## Summary

Medway Council is seeking partners to develop a Holiday Activities and Food (HAF) Booking & Reporting System, aimed at launching on 1st July 2021. The procurement process is currently in the open tender stage, with the submission deadline set for 2nd April 2021. This contract, valued at £15,000, is part of a programme funded by the Department for Education and is expected to commence on 29th April 2021, lasting one year with a possible one-year extension. The services required fall under the category of IT services, specifically software development, and will serve the Medway area, including various delivery addresses across the UK.

This tender provides a significant opportunity for businesses in the IT services sector, particularly those specialising in software development and reporting systems. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to apply. By creating a family-friendly booking system for vulnerable children, this project aims to mitigate issues associated with holiday hunger and social isolation, making it a socially impactful venture as well as a business one.

This requirement is for the development of a booking system function that will interlink with a website for the Public Health Department at Medway Council. The council will launch this new programme that will start on 1st of July 2021. The Holiday Activities and Food (HAF) project will require a HAF booking system to act as the single front door for all children's holiday and food activities that are delivered out of the Medway area. This project has been funded by the Department for Education (DfE), to deliver Holiday Activities and Food (HAF) Programmes for one year in 2021. This specification outlines the requirements of the service, the systems required, timescales along with any constraints/dependencies. The aim of the programme is to make holiday places available to those most vulnerable children by supporting them to access food and activities for free. School holidays can be particular pressure points for some families because of increased costs (such as food and childcare) coupled with reduced incomes. For some children this can lead to a holiday experience gap, with children from disadvantaged families: * less likely to access organised out-of-school activities * more likely to experience 'unhealthy holidays' in terms of nutrition and physical health * more likely to experience social isolation The council is looking to procure an organisation that can work to deliver a safe family friendly booking system and that can process the reporting requirements laid out by the Department of Education (DfE). The Contract is anticipated to commence on the 29th of April and will continue for a period of 1 year with an option to extend for a further period of 12 months unless terminated in accordance with the Conditions of Contract
