## Summary

The procurement process involves Highways England awarding the National Highways Operational Technology Commercial Framework (OTCF) with a total estimated value of £500 million. This framework is classified under the Information Technology Services sector and will be delivered across various locations, including the United Kingdom and other territories. The contract period commenced on 10th January 2022 and will conclude on 9th January 2024, with options for extensions. The procurement method employed was an open procedure, with the tender phase closing on 6th September 2021. Highways England actively promotes participation from small and medium-sized enterprises (SMEs), encouraging a diverse supplier base to engage with the procurement process.

This framework presents significant growth opportunities for businesses in the technology sector, particularly those specialising in the delivery of operational technology consultancy, as well as goods and services related to detector systems, informing systems, and similar fields. Suppliers that can provide maintenance and operational support within this specialised domain are likely to thrive, particularly those that are adaptable and ready to meet Highways England's requirements. SMEs keen to enter or expand within the public procurement landscape will find this framework an advantageous avenue to establish or grow their business presence.
