## Summary

The public procurement process titled "PS23392 - Climate Science Evaluation" was administered by UK SBS on behalf of the Department for Energy Security and Net Zero (DESNZ). This process, classed under the research and development services category (CPV code 73000000), focused on evaluating the Climate Science Research Programme. The procurement, using a selective method via a call-off from a dynamic purchasing system, concluded with an award notice published on 19 July 2024. The procurement aimed to assess several research projects completed between 2020 and 2025, with essential outputs contributing to the strategic planning of future climate research initiatives. The procurement period concluded in May 2024, with the contract active from July 2024 to June 2025, with services expected to create domestic and potentially international impacts.

This tender provides substantial growth opportunities for businesses specialising in research and development consultancy, particularly those focusing on climate science. Given the £389,568 contract value awarded to RSM UK Consulting LLP, large-scale consultancy firms with expertise in impact evaluation would find such contracts lucrative. However, the procurement's suitability for SMEs indicates potential openings for smaller firms with niche expertise in climate research. Businesses that can deliver a robust theory of change and comprehensive evaluations, tailored to aiding governmental understanding and maximising the impact of funding decisions, would be well-positioned for future opportunities in similar government-commissioned evaluations. The project's broad geographical impact area, including the UK and regions abroad, further amplifies the scope for broader business engagements.

## Notice

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the RM6126 Research & Insights Framework. Brief Description of Requirement The Department for Energy Security and Net Zero (DESNZ; formerly BEIS) would like to commission an evaluation of the Climate Science (CS) Research Programme. This will be the first HM Government (HMG)-commissioned quantitative evaluation of this CS programme. DESNZ places high importance on independent impact evaluation and considers this a priority area. Project outputs will enable the Department to ensure the CS research programme delivers value for HMG spend. We invite bidders to compile a bid response to develop a theory of change for the CS Research Programme, going on to evaluate the benefits and impacts of several (roughly 4-5) selected research projects (case studies) commissioned by the climate science team and completed 2020-2025. The project will focus on the CS research programme only and its impacts and benefits to the UK and (if applicable) the international impacts of these individual projects. Information from this evaluation will be used to plan and design future climate research projects to be as impactful as possible, and help DESNZ better understand the overall impact and economic benefits of their climate research.
