## Summary

The London Borough of Hillingdon has awarded a contract titled "Repairs Team Backup Contractor" within the repair and maintenance services sector. This contract covers a diverse portfolio comprising over 10,000 properties, including houses, bungalows, and corporate buildings, located in London. The procurement process was carried out via an open procedure, with the contract period spanning from 1st December 2021 to 30th November 2024. The total value of the contract is approximately £1,100,000, with a deadline for earlier tender submissions that ended on 14th July 2021. The awarded contractor is expected to manage repairs that exceed one full working day to complete, with a stipulated completion timeframe of 90 working days for most works.

This contract presents significant growth opportunities for contractors specialising in a range of construction and maintenance trades, including brick and masonry work, plumbing, carpentry, and external repairs. Small and medium-sized enterprises (SMEs) with experience in multi-disciplined contracting would be particularly well-suited to compete. Since the contract will require adherence to specific timelines, a strong operational capability in managing sensitive timelines and compliance with contractual conditions will be essential for successful bidders looking to engage in ongoing public procurement within this sector.

## Notice

The portfolio of properties will consist of a mixture of houses, bungalows, blocks of flats, tower blocks and sheltered housing schemes and corporate buildings of various types, construction, and ages. The Council has a legal responsibility to maintain these properties to keep them in good working order and undertake repairs as and when they are required. With over 10,000 properties within the Housing stock and approximately 200 corporate buildings, a requirement exists for a multi-disciplined contractor to perform a backup function to Hillingdon's Reactive Repairs and Maintenance Service department (DLO) as a when we are unable to action works that are deemed to exceed 1 full working day to complete. Works will be batched up by trade and sent over for the backup contractor to plan and confirm a start and completion date, we would expect works to be completed within 90 working days where possible. If works are going to take longer than 90 working days to complete, we do expect for start dates and completions dates to be confirmed. We will also be issuing all our Complaint; legal and disrepair works to the winning back-up contractor these works have sensitive time frames for works to be completed and these must be fully complied with. The works will be for the following trade related areas below. * Brick & Masonry Works * External Works * Concrete works (for Path repairs) * Carpentry & Joinery * Plasterwork & other floor, wall & Ceiling finishes * Painting & Decorating * Plumbing The proposed contract will be based upon the National Housing Maintenance Forum M3NHF Schedule of Rates version 7.2, the specifications of workmanship and materials and the relevant SOR rates for each element of the required services. The rates are to include for all preliminaries, overheads, and profits. As part of their tender submission, contractors are required to tender a single Minus percentage adjustment to these rates. The Council's annual spend on for this contract is approximately PS250,000 (Two Hundred and Fifty Thousand pounds) per annum. Contractors should be aware, however, that the London Borough of Hillingdon does not provide any guarantees or assurances in respect of the annual value or volumes of work, if any, which will be procured under this proposed contract. The proposed contract will be for a period of three (3) years with an option to extend for a further one (1) plus an additional one (1) year subject to the requirements of the service and the satisfactory performance of the contractor. Additional information: The London Borough of Hillingdon is not inviting interested organisations to tender as this is an award notice.
