## Summary

The procurement process led by Durham County Council sought additional CPU licences for Oracle Database to support the development and integration of external and internal services. Classified under the "computer equipment and supplies" category, this contract was awarded through a direct award method using the CCS TePAS2 Framework Agreement, completed on 30th April 2025. The contract covers the North East region of the United Kingdom and spans from 1st May 2025 to 30th April 2026. Specialist Computer Centres PLC was the successful supplier, having been awarded a contract valued at £225,750.26.

This tender provides a significant opportunity for businesses specialising in IT infrastructure and software services, particularly those capable of supplying CPU licences or similar technology solutions. Small and medium enterprises (SMEs), as well as voluntary, community and social enterprises (VCSEs), have eligibility under this framework, enhancing opportunities for a diverse range of entities to compete and expand their market presence within the public sector. The use of a framework agreement ensures a streamlined procurement process, appealing to businesses looking to engage with public sector buyers efficiently.

## Notice

The organisation has a requirement to increase the number of CPU licences to support the Development of the Bureau (external to the organisation) and payroll and HR services (internal to the organisation) into one merged service. All three services will, for a time, need to run in parallel which will increase the resource required, hence the request for an additional 2 licences. The most appropriate RtM for this is via call off from the CCS TePAS2 ref RM6098 framework.
