The Environment Agency carries out these functions on behalf of the Secretary of State for the Environment Food and Rural Affairs (the Minister) may fulfil his obligations in respect of sections 28, 29 and 30 of the Act (as amended) under a specific delegation agreement. Local Authorities play no part in the enforcement process.
