## Summary

NHS Lambeth CCG is inviting proposals for the evaluation of its Youth Mental Health First Aid (YMHFA) programme, specifically aimed at primary and secondary schools, and sixth forms in London. This tender, identified as PRJ-798, falls within the health services and research and development consultancy sectors. The procurement is currently in the tender stage, with a submission deadline set for 17:00 on 5th March 2019. Interested bidders must provide their proposals through Pro-contract, and the total budget for this three-year contract amounts to £150,000, with an annual limit of £50,000.

This tender presents significant opportunities for businesses specialising in mental health consultancy, educational services, and evaluation research. Enterprises that can demonstrate expertise in mental health evaluation and are capable of engaging with schools to assess their mental health initiatives would be particularly well-suited to compete. The collaborative nature of the programme encourages participation from small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), creating a fertile ground for innovative proposals that seek to enhance mental health awareness and support among young people in London.

## Notice

NHS Lambeth CCG is looking to work with a single evaluation partner or partners for the lifetime of the Youth Mental Health First Aid programme. The programme aims to provide all state-funded primary and secondary schools, and sixth forms in London access to a Youth Mental Health First Aider by March 2021. The programme is a collaboration between Thrive LDN (Healthy London Partnership) and Mental Health First Aid England, supported by funding from the Mayor of London through the Young Londoners Fund. We envision the evaluation partner(s) to deliver annual interim reports, with a final evaluation report delivered in March 2022. The aim of the evaluation is to assess the impact of the Youth Mental Health First Aid (YMHFA) programme in London schools. In particular, we are seeking to answer the following questions: 1) Did YMHFA improve knowledge and awareness of mental health conditions? 2) Did YMHFA increase the skills and confidence of school staff to spot the signs of poor mental health in young people? 3) Did YMHFA increase signposting of young people to mental health support and services? 4) What impact, if any, did YMHFA have on wider school-based mental health strategies? 5) What impact did YMHFA have on the mental health and wellbeing of young Londoners? Additional research questions may be identified in the project initiation phase. Project delivery timelines: * By 30 March 2020 - Interim report delivered * By 30 March 2022 - Final report delivered * Milestones for delivery will be refined during the project initiation phase The methodology used can be defined by the provider. However, Thrive LDN strongly values participation and we would expect the methodology proposed to involve both school staff and students in delivery. The total contract value should not exceed PS50,000 per annum. The total contract value over the 3 years is PS150,000. The contracting authority is NHS Lambeth CCG but the contract will be managed by Healthy London Partnership (HLP). If you are interested in quoting for this requirement, please reply with a completed 'bid response document' via Pro-contract - https://proContract.due-north.com/register by 17:00 on 5th March 2019. Further instructions to bidders can be found in the RFQ document and on Pro-contract.
