The campaign should aim to change behaviours by giving smokers the motivation, confidence and tools needed to stop smoking. The campaign should also focus on reducing health inequalities as smoking disproportionately affects people from lower-income households and more disadvantaged backgrounds. The campaign is expected to run several times a year for 18 - 24 months, supported by an annual media budget which is not included in this commission. The upper affordability limit for this contract is PS140,000 + VAT and this contract is expected to start towards the end of March 2023.
