## Summary

The procurement process involves the North Yorkshire County Council, which is seeking to evaluate its Living Well Service. This project falls within the research services industry category and is located in Northallerton, Yorkshire and the Humber, United Kingdom. The evaluation is part of a wider prevention programme aimed at enhancing well-being and independence among residents. The award was made on 24th May 2016, and the contract period runs from 1st July 2016 to 30th June 2018. The procurement was conducted using an open procedure method with a total value of £48,600.

This tender presents a significant opportunity for businesses specialising in research and consultancy services, particularly small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) that focus on health and social care. Companies that can demonstrate expertise in service evaluations and are capable of providing insights into accessing community support networks would be particularly well-suited to compete. Engaging in this project could lead to further collaborations with local authorities and enhance business visibility within the public sector.

## Notice

The Care Act 2014 places a duty on local authorities to provide or arrange services that reduce needs for support among people and their carers in the local area, and contributes towards preventing or delaying the development of such needs. As part of this duty local authorities should seek to promote wellbeing, independence and resilience by identifying people's strengths and informal support networks, as well as their needs and the risks they face, and asking what a good life means to them and how they think it can be achieved in partnership with professionals There is also growing evidence that small improvements to a person's life or circumstances can improve their health, well-being and independence. Research suggests that as people increase their confidence, develop links into their local community and have access to good quality advice and information, this will prevent, reduce and delay their need for long-term health and social care support. In response to this the Council, as part of its wider prevention programme and work under the 2020 North Yorkshire change programme, has set up a new service called 'Living Well'. The Council requires an evaluation of the Living Well Service that answers the following questions: How well was Living Well implemented? What difference did Living Well make?
