## Summary

Leeds City Council is currently engaged in a tender process for a Dynamic Purchasing System (DPS) aimed at contracting transport services, specifically for standard and wheelchair-accessible minibuses. This procurement falls within the special-purpose road passenger-transport services industry category and is located in the Yorkshire and the Humber region of the United Kingdom. The tender was published on 30th March 2017, with a deadline for submissions set for 31st March 2017. The total value of this procurement is approximately £16 million, and it follows a selective procurement method known as the restricted procedure, with the contract period starting from 1st April 2017 and running until 31st March 2021.

This tender presents a significant opportunity for businesses, particularly those specialising in transportation services tailored for vulnerable groups, such as older individuals and children with special educational needs. Companies that are licensed taxi and private hire operators or PSV contractors would be particularly well-suited to compete, as the requirement includes compliance with specific licensing conditions set by Leeds City Council. This initiative not only enhances service provision in the community but also fosters an environment for small and medium-sized enterprises (SMEs) to participate in delivering essential transport services, thereby driving business growth and local employment.

## Notice

This DPS will be used to contract work ranging from single, predefined routes to multiple pre-defined routes. We may also from time to time contract work that will require operators to undertake multiple routes within a defined geographical area or to a particular site. When contracting multiple or geographical / site based routes, we may ask for the supplier to design and support the service and ensure that they manage it to deliver the outcomes, drivers and benefits of as stated in this specification. Calls for mini competition from the DPS will result in contracts for the provision of transportation for older people, adults with learning difficulties, children with special educational needs and children in care of the Council, in order that they can access day care, social care or education. All contractors working under this Agreement must be fully compliant with Leeds City Council's Taxi and Private Hire Licensing current conditions and regulations in relation to operators, vehicles, drivers and passenger assistants. This applies to: Licensed Taxi and Private Hire Operators. PSV Contractor License Other permitted operators or suppliers
