## Summary

The Department of Transport has completed a procurement process for the project titled "Airport Expansion Surface Access Modelling," aimed at evaluating the surface access impacts of a new runway at Heathrow. Categorised under research and development consultancy services, this selective procurement method involved a call-off from a framework agreement. The contract, valued at £150,000, commenced on 1st May 2018 and concluded on 30th September 2018, with the tender period ending on 30th April 2018.

This tender presents opportunities for growth in the consultancy market, particularly for firms specialising in transportation and infrastructure analysis. Businesses with expertise in modelling transportation impacts, congestion analysis, and compliance with regulatory frameworks will find themselves well-positioned to compete. Given the complexity and scale of the project, larger consultancy firms with extensive experience in similar studies would likely have an advantage in this procurement process.

## Notice

The principal objective of this proposal is to provide updated analysis of the surface access impacts of a new North West runway at Heathrow. Surface access mode shares can be obtained in-house using the NAAM2 and SoSERAS transport models. However, in order to assess the impact of passenger, employee and freight journeys on the transport networks it will be necessary to apply this data to third party models. This work will estimate future road congestion, rail crowding and passenger flows in the transport network and will be fully WebTAG compliant. The results will serve to provide robust evidence in the event of any legal challenge to the NPS. The successful consultants will need to model the impact of various sensitivities, including the introduction of Crossrail (8 trains per hour), a Western Rail link and a Southern Rail link as well as modelling both a 2 Runway and 3 runway scenario.
