## Summary

The Sheffield City Council is initiating a tender for the "Care & Wellbeing Model: Controlled Implementation" to enhance its domiciliary care services across the Yorkshire and the Humber region. This procurement, classified under health and social work services (CPV code: 85000000), is currently at the Tender stage, with submissions due by 17:00 BST on 14th March 2022. The contract is scheduled to commence on 1st May 2022 and will last until 30th April 2024. The procurement method is an open procedure, providing equal opportunity for all interested parties to participate.

This tender presents significant opportunities for businesses focused on adult home care provision, particularly for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). The selected development partner will play a critical role in implementing and evaluating innovative care delivery methods, making this an ideal contract for businesses that specialise in home care services, workforce management, and those committed to delivering high-quality, outcome-focused care. Engaging in this project could lead to further growth opportunities as the insights gained may inform future expansions of the care model.

## Notice

The Home Care Transformation Project seeks to redevelop the city's domiciliary care offer through a number of interlinked projects in collaboration with Sheffield University. This procurement is for the sourcing of a provider to act as development partner for the Care and Wellbeing Model for Home Care through a controlled implementation. The development partner will be required to deliver adult home care provision using the new model and engage with the project team feeding back learning and continuous improvement to evaluate the model. Important for the context of this procurement strategy, in addition to rethinking operational care delivery, the project will involve testing the following changes to how home care is currently delivered and contracted: * Move from payment of contact time only to whole shifts for workers * Mandating Real Living Wage * Move from tariff to price submission * Focus on service user outcomes rather than tasks in contract monitoring The principal being used is that investing in proactive home care will lead to preventative savings. The data generated from this first Controlled Implementation project will be used for decision-making for further roll-out.
