Leeds City Councils is obligated to make sure that the drainage system within the boundaries of these buildings are maintained and repaired, so as not to cause a health and safety hazard. If repairs are not carried out this will impact on the health and wellbeing of people who use these premises such as sewerage backing up into the buildings, the smell and gases which can cause respiratory problems.
