## Summary

The Department for Energy Security and Net Zero (DESNZ) has concluded a selective procurement process under the Crown Commercial Services RM6126 Research & Insights DPS for the project titled "PS24113 - Testing Overheating Metrics for Energy Performance Certificates (EPCs)." This procurement is classified under CPV code 73000000 for research and development services and related consultancy services, and it encompasses multiple delivery locations including the United Kingdom, Europe, and British Overseas Territories. The procurement stage is at the award phase, with a contract period from 11th September 2024 to 29th November 2024. Key dates include the tender period ending on 20th May 2024 and the award notice being published on 25th September 2024.

This tender offers significant opportunities for businesses specialising in advanced analytics, data modelling, and consulting services related to energy performance and sustainability metrics. Particularly, small and medium-sized enterprises (SMEs) with expertise in EPCs, domestic overheating issues, and large data set analysis will find this project aligns well with their skill set. DESNZ's requirement calls for a deep understanding of HEM, SAP, and the ability to develop robust metrics that can predict and compare overheating risks using both current EPC data and future data inputs. This contract, awarded to Loughborough University Enterprises Limited for a value of £64,024.82, is an excellent opportunity for businesses to contribute to critical research that could influence future housing standards and energy efficiency policies.

## Notice

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the Crown Commercial Services RM6126 Research & Insights DPS. Brief Description of Requirement The focus of this project is to identify suitable metrics that can be applied to RdSAP inputs for EPCs and the existing data held on EPCs to form a baseline understanding of overheating risk in the present-day housing stock, and identifying a more detailed metric that could exploit the additional data HEM : EPC Inputs will offer in future. Key to this will be devising a metric for existing EPC's that will have some equivalency or means of comparison to the overheating metric to be calculated using HEM in future. By using monitoring data from real homes this project would also test the reliability of these metrics by comparing calculated overheating risk with observed propensity to overheat. This project will require: - A working understanding of EPC's, the involved data and surrounding context. - An awareness of SAP and HEM, and the inputs, outputs, and assumptions underlying these. - An understanding of overheating in homes, and existing guidance on this. - The capability to undertake advanced analytics, modelling and work with large data sets.
