## Summary

The recent procurement process initiated by National Highways involved a tender titled "ITEP0731A - RIS3 Chief Data Office (CDO) - Package 1: Data as a Service (DaaS)" focusing on data analysis services. The procurement falls under the industry category of services and involves a procurement method described as a call-off from a framework agreement. The process has reached the award stage, with the contract awarded to CGI IT UK Limited, starting on 16 July 2025 and ending on 30 June 2030. The contract encompasses various global delivery locations, including the United Kingdom, Europe, and other territories. The tender, valued at £21,000,000, was concluded with an award date on 15 July 2025, and the deal is aimed at improving data platform capabilities.

This tender represents a significant opportunity for businesses that excel in data analysis and platform development, particularly those with expertise in Data as a Service (DaaS) solutions. While the awarded contract may no longer be open for competition, similar future projects could provide growth potential for companies in the IT services industry that focus on innovative data solutions. Companies that possess the capability to operate as part of a DevSecOps team, and can offer cost-effective, integrated solutions, would be well-positioned for similar opportunities. This can lead to business expansion and the establishment of long-term partnerships with major public sector organisations like National Highways.

## Notice

As the needs of the Customer's organisation have grown, capabilities in building, managing and maintaining an effective data platform have matured. When DaaS was first built, the focus was on two things: - Building a platform to serve data to users - Getting data into the platform This was to demonstrate to users that the platform built met their needs, could respond to change, and was better than what they had before. From 2023/24, development priorities shifted from building pipelines which ingest data, and moved towards delivering reusable components which make building pipelines easier and more consistent, have added operational improvements such as logging and monitoring, and have worked hard to optimise costs. Because this approach has developed organically, delivery has broadly happened around two distinct teams - Platform development - Platform operations In RIS3, National Highways (NH) wish to operate as one DaaS DevSecOps team, benefitting from economies that become available when embracing a continuous development and continuous integration approach.
