## Summary

The procurement process titled "Historical Review of Product Recalls" was conducted by the UK Shared Business Services Limited, a government body based in Swindon, England. This project, classified under "Research and development consultancy services," aimed to analyse existing product recall procedures to improve the rates of consumer appliance recalls. The contract was awarded to Kantar UK Limited after a selective procurement method was employed through a call-off from the Crown Commercial Services Research Marketplace Dynamic Purchasing System RM6018. The contract period commenced on 9th September 2019 and is set to conclude on 14th February 2020, having an awarded value of £79,998.75. The award notice was published on 20th September 2019.

This tender presents significant opportunities for businesses in the research and development consultancy sector, specifically those with expertise in market analysis and statistical research. Companies that provide consultancy services focusing on product safety, consumer behaviour, and recall effectiveness would be particularly well-suited to compete. With increasing attention on consumer protection and safety standards, firms capable of engaging in comprehensive investigation and analysis of recall processes stand to benefit from such government contracts.

## Notice

**This is not a call or competition** This contract was award by the Department for Business, Energy, and Industrial Strategy via a Call off from Crown Commercial Services Research Marketplace Dynamic Purchasing System RM6018. The purpose of this project is to understand procedures for recalling consumer appliances in order to support the way BEIS addresses current low rates of product recalls, with a view to improving future success rates. In addition, consideration will be given as to whether 'best practice' is identifiable. The aim of this project is to undertake a study of past recalls of a variety of product types (including large and small electrical items and a spectrum of associated level of risk). It is to identify successful and unsuccessful product recalls, to detail the factors involved in both as a basis for reviewing and assessing any differences in the processes associated with degrees of success. Part of the aim is to achieve a clear picture of the role of different actors in the recall process, including understanding the interplay between them and how this contributes to or could hinder an effective product recall. The study is to investigate the impact of emerging technologies on the development over time of the recalls process.
