## Notice

This Risk Assessment report will include an assessment of risks of maritime spills from oil and gas exploration and development activities, and maritime shipping activities in Senegal, and the related risks to marine and coastal ecological and socio-economic receptors. These receptors include, for example, commercial fisheries, coastal and marine habitats and species, marine protected areas, tourism and leisure, marine infrastructure etc. The Risk Assessment will evaluate data and information from the period of 2018 to present to include 2023 data, where possible. The assessment will also include a forward look to provide a trajectory on probability of risk, based on likely future development in oil and gas and maritime shipping sectors in Senegal's Exclusive Economic Zone (EEZ). The desk-based study should include, but will not be limited to the following elements: * Executive summary * Introduction, scope, purpose and aim of the document. * Geographical context, mapping important ecological receptors (i.e. Marine and coastal designated areas, species and features of conservation interest, marine mammals, seabirds, marine turtles, fish spawning and nursery grounds, benthic features and species) and socio-economic receptors and human activities (i.e. commercial fisheries, shipping, infrastructure, tourism, leisure areas) in key regions of Senegal. * Risk assessment to include analysis of relative risk and exposure from pollution due to oil and gas exploration and development activities as well as maritime shipping activities, to ecological and socio-economic marine and coastal receptors. o The focal socio-economic receptors will be commercial (demersal and pelagic) fisheries and artisanal fisheries in coastal and offshore environments, including the fish and shellfish species of importance to the fisheries. o Ecological receptors to include coastal and marine protected areas, species and habitat features of conservation importance e.g., benthic habitat features, pelagic and demersal fish/shellfish spawning and nursery areas, marine mammals (cetaceans, pinnipeds, sirenians), marine turtles and seabirds. * Review of available data on above named marine receptors/resources in the form of a data source table, which can also be provided as an annex. * Assessment of relative risk to include: o Vessel traffic analysis (vessel movement, density, speed, navigational hazards, collision risk, grounding risk, and areas to be avoided (i.e. sensitive areas). o Oil and Gas including existing infrastructure, oil exploration activities, and known future developments in Senegal. * Method for calculating risk (i.e. Risk Matrix), to include evaluation of likelihood and impact/consequence. Risk assessment analysis to include relative risk and exposure to coastal and marine receptors, including considering key coastal and offshore areas.
