A viability assessment of the whole draft Regulation 18 Part 1 plan is required to: * inform the robustness of the policies and proposals * demonstrate the deliverability of the strategy and policies * help develop the process of infrastructure delivery planning * develop background work to inform the preparation of a charging schedule for Community Infrastructure Levy (CIL) or its replacement.
