Develop an investment pipeline of priority SRN locations for active travel investment, against priority investment themes with clear quantified justification for prioritisation using open access and readily available evidence. 3. Develop quantifiable success criteria including targets, to forecast and measure the impact of delivering investment at priority identified locations.
