## Summary

The Sheffield City Council has recently awarded a contract for an "Economic Research Consultant" to provide a comprehensive economic overview of Sheffield post-COVID-19. This procurement is classified under financial consultancy services, specifically focusing on research and evaluation consultancy. The procurement was conducted through an open procedure and completed with a total contract value of £55,000. The award notice was published on 31 January 2022, with the contract commencing on 24 January 2022 and concluding on 31 March 2022. The delivery addresses include various locations across the United Kingdom and beyond.

This tender presents a significant opportunity for businesses involved in economic consultancy and research services, particularly for SMEs and voluntary, community, and social enterprises (VCSEs). Firms with expertise in conducting thorough economic analysis, community engagement, and qualitative research would be well-positioned to compete for similar future contracts. The focus on creating an evidence base that not only addresses COVID-19's impact but also explores long-term economic resilience can attract companies that understand the complexities of local economies and can provide innovative, collaborative solutions.

## Notice

Sheffield Economic Overview: The Impacts of COVID and Economic Recovery We are seeking to commission a piece of work that pulls together the various strands of research and analysis of Sheffield's economy and the impact of COVID-19 into a coherent overview of recent economic activity to create a new economic evidence base for Sheffield. This will involve reviewing the data available, including data owned by Sheffield City Council (SCC) and partners. It will also require consultation with community organisations and businesses to understand issues at a community level (more details of this are set out in section 6 on the scope of the work). Drawing on the research and analysis from the evidence base, we want the consultants to develop an economic narrative for Sheffield that identifies the longer-term challenges and opportunities now facing the city. These will not all be directly related to COVID: some of the challenges will be long-term structural ones and the city has many existing assets that will be important for building resilience and strengthening key parts of the economy in the future. To reflect our ambition of Sheffield having an inclusive and sustainable economy, the narrative should encompass the importance of people and place. Consultation with partners will be important to understand their perspectives on challenges and opportunities.
