## Summary

Ofwat commissioned technical advisory and management consultancy services for the day-to-day delivery of the Hampshire Water Transfer and Water Recycling project. The appointed adviser supports technical feasibility assurance, including engineering designs, treatment processes, asset integration and technical distinctiveness. The scope also covers project risk, probabilistic schedule and cost modelling, programme governance, construction readiness, technical due diligence, project controls, operational readiness, and operations and maintenance strategy. Further work includes procurement readiness, market engagement, tender strategy, bid evaluation support, business cases, planning and land acquisition strategy, access rights, and reports or assurance letters for the project board. Services are delivered across the West Midlands and London. The main category is general management consultancy services (CPV 79411000).

This procurement is complete and was awarded to AECOM Limited on 26 June 2026. Ofwat used a selective direct award call-off from the Government Commercial Agency RM6309 Management Consultancy Framework Four, Lot 8: Infrastructure. The tender submission deadline was 22 June 2026 at 4pm. The award value is £60,000 excluding VAT. The contract runs from 29 June 2026 to 28 June 2027. The procurement was identified as suitable for small and medium-sized enterprises, although the selected supplier is a large organisation. The award is active and covers the full technical adviser requirement rather than separately identified lots. Continuity of expert advice is stated as critical to successful delivery.

For a future requirement of this type, credible suppliers would need multidisciplinary infrastructure advisory capability spanning water engineering, treatment processes, asset integration and technical assurance. They would also need to assess delivery confidence through risk management, probabilistic modelling, programme controls and governance, and to review construction readiness, technical due diligence and operational strategies. Experience supporting major projects through procurement preparation would be important, including market engagement, contractor tender strategy, bid evaluation and development of business cases. Relevant capability in planning, land acquisition, access rights and associated risks would strengthen a competing offer. Suppliers should be able to provide clear board-level reports, assurance letters and responsive expert advice across project milestones, with sufficient capacity to maintain continuity of support.
