## Summary

The Government Property Agency (GPA) has awarded a contract to City Electrical Factors Limited for the supply of solar photovoltaic panels. These panels will be provided to GPA-managed buildings throughout the UK government estate. The procurement process, classified under the industry category of "Solar panels," was conducted through the Crown Commercial Services RM6313 Demand Management & Renewables Dynamic Purchasing System (DPS), utilising a selective procurement method. The procurement stage represented in this document is "award," and the contract is valued at £3,000,000, VAT inclusive, with a contract period from 7th August 2025 to 6th August 2027. This contract allows other UK government departments to place orders with GPA's prior agreement.

This contract presents significant business growth opportunities for suppliers in the renewable energy and electrical sectors, with the potential for substantial project workload and revenue generation. Small and medium-sized enterprises (SMEs) focused on the provision and supply chain transparency of solar technology components would be well-suited to compete, especially those with an interest in contributing to renewable energy initiatives and compliance with modern slavery risk management criteria. Adherence to ethical trade audits and supply chain visibility ensures alignment with government compliance requirements, offering businesses a platform to showcase their commitment to sustainability and ethical practices.

## Notice

The Government Property Agency (GPA) has awarded a supply-only contract to City Electrical Factors Limited for the supply of solar photovoltaic panels to be installed by GPA's own building works installers at GPA-managed buildings across the UK government estate. The maximum contract value is PS3,000,000 (VAT inclusive). Other UK government departments may utilise the contract via an order mechanism with GPA's prior agreement. The procurement was undertaken using the Crown Commercial Services RM6313 Demand Management & Renewables Dynamic Purchasing System (DPS). The procurement included a comprehensive modern slavery risk management strategy in line with PPN 009 Tackling Modern Slavery in Government Supply Chains. Bidders were required to provide supply chain visibility for all solar panel components and to complete Sedex Members Ethical Trade Audits (SMETA) at each stage of the supply chain. Audit findings were used to determine eligibility of bids for evaluation. The contract includes traceability requirements; GPA reserves the right to refuse acceptance and payment if traceability cannot be verified at the supplier's UK storage facility. Full technical specifications are available to UK government departments wishing to use the contract.
