## Summary

The Manchester City Council is seeking to establish a framework for the "Preferred Provider Supported and Independent Living Service (SaILS)", aimed at providing support for looked after children aged 17 and above, with a budget of £3 million. Currently in the award stage, this procurement process follows an open procedure, inviting bids from qualified organisations. The tender period closed on 2 August 2021, with the contract commencing on 13 November 2021 and set to last until 12 November 2025.

Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that can demonstrate experience in working with young people in care will be well-positioned to compete for one of the five preferred provider slots. Given the importance the council places on community impact and the need for participatory business models, organisations aligned with these values are particularly encouraged to participate.
