## Summary

The procurement process involves Public Health England (PHE) seeking to appoint a contractor for the decommissioning of a pilot plant as part of their Science Hub Programme, aimed at consolidating operations into a new health science campus in Harlow, Essex. This tender, classified under the CPV code for building demolition and wrecking work, is currently in the award stage, having been officially awarded on 7th February 2019. The contract period runs from 1st March 2019 to 30th June 2019, with a total contract value of £218,000. The open procedure was implemented for this procurement, which is appropriate as it was below threshold.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs) within the construction and demolition sector, particularly those with experience in large-scale decommissioning projects. Businesses that meet the Baseline Personnel Security Standard (BPSS) requirements and hold certifications such as Cyber Essentials or ISO 27001 would be particularly well-suited to participate in this process, enabling them to engage with governmental contracts that require access to sensitive information and secure environments.

## Notice

Public Health England (PHE) is a national executive agency formed in 2013 from a number of expert organisations in public health. Our status ensures we have operational autonomy and professional and scientific credibility. To ensure it remains a world leader in public health, PHE intends to move to consolidate three of their existing locations to a new dynamic health science campus located in Harlow, Essex. The PHE transition programme called the 'Science Hub Programme' consists of both capability/ construction and business change elements. As part of the capability phase we propose to strip out and safely dispose of all plant and services within Building 31. This tender seeks to appoint a suitable contractor to undertake this work. As a UK Government agency, PHE requires that all contractors who require access to classified information, unescorted access to any site or access to an IT system are to successfully complete the Baseline Personnel Security Standard (BPSS) check. Information on classified material and the BPSS check can be found here: - Classified Information: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/715778/May-2018_Government-Security-Classifications-2.pdf - BPSS: https://www.gov.uk/government/publications/government-baseline-personnel-security-standard In addition, any contractor engaged within the Science Hub Programme that intents to process classified information (including material at the OFFICIAL level) on their own IT system is required to show that their systems are either: - Certified to Cyber Essentials or Cyber Essentials Plus - Certified to ISO27001 - Accredited to process classified information by another UK Government Department or Executive Agency.
