## Summary

The procurement process for the project titled "Deprivation of Liberty Safeguards (DOLS) Assessments" was recently completed by Nottingham City Council. This initiative falls under the "Health and social work services" industry category, with a contract value of £150,000. The tender was conducted using a selective procurement method as a call-off from a framework agreement between Nottingham City Council and Nottinghamshire County Council. The award date for this contract was 30th March 2026, with the contract set to run from 1st April 2026 to 31st March 2027. Notably, the awarded supplier for this tender is ID Medical Group Limited. The assessments will be conducted across the United Kingdom.

This tender opens up significant opportunities for businesses involved in providing health assessments and related services, particularly those capable of managing comprehensive Best Interests Assessments. Although the procurement is specifically designed for larger entities such as ID Medical Group Limited, businesses that can offer tailored solutions in mental health and patient care within the framework of the Deprivation of Liberty Safeguards could find this sector promising for growth. It underscores a demand for services that ensure compliance with legal frameworks, thus attracting those with expertise in healthcare compliance and delivery of adult social services. The collaboration between councils also indicates a preference for suppliers that can operate at scale and within a structured cooperative environment.

## Notice

Call off from a joint framework between Nottingham City Council and Nottinghamshire County Council. The Deprivation of Liberty Safeguards (DoLS) provide a legal framework for the deprivation of liberty for people who lack mental capacity to make decisions about their care arrangements themselves. They apply to people who are in hospital or residential/nursing care and who are subject to restrictions and restraints in their lives, for example, not being free to leave or requiring continual supervision. Local Authorities are required to arrange an assessment of their circumstances to determine whether the care provided is in their best interests to protect them from harm, whether it is proportionate and to determine if there is a less restrictive alternative. The Provider may be asked to complete all six elements of the Best Interests Assessment or specific elements depending on the requirements. The six elements in scope are: * Age Assessment * No refusals Assessment * Mental capacity Assessment * Mental health Assessment * Eligibility Assessment * Best Interests Assessment
