The summative assessment will conform to the standard outlined in the ERDF Project Summative Assessment Guidance - Appendices (ESIF-GN-1-034 V3, April 2019), The Council seeks a consultant to support the creation of a strong and insightful summative assessment Structure The summative assessment will be structured to cover six key reporting areas, as follows: 1. Context and overview of the project The SCIP aims, objectives and targets; the specific economic and strategic context; and the market failure and rationale for intervention. This information has been used to populate the logic model, underpinning the evaluation process. 2. Progress in relation to outputs and expenditure targets 3. Governance, management and delivery 4. Outcomes and impacts 5. Value for money 6. Conclusions, lessons learnt and recommendations for the future It is expected that the summative assessment will be conducted in five stages, as follows: 1. Inception meeting 2. Scoping and detailed methodology 3. Research 4. Analysis 5. Reporting Under Item 3 (Research), there are six distinct areas that will be addressed: * Contextual Research: A review of relevant strategies and policies at the national and sub-national levels, including the Industrial Strategy, at the time of SCIP's inception and those which have come into operation since then. An assessment of the economic context will also be carried out (with particular reference to the impact of COVID-19 on the care sector). * Programme Review: Documentary evidence provided by SCIP, including discussions with the Programme Team. * Business Surveys: A survey of SME beneficiaries to determine the impact of the SCIP on business performance. Diverse metrics of success will be available from engagement with all grant recipients, due to the varied nature of the technologies purchased and implemented. The survey will also identify elements of the Programme which participating businesses felt worked well or could have been improved, * Consultations: Lead partner-led interviews to gather qualitative feedback and views of the Programme. * Case Studies: Detailed discussions to be held with a small number of beneficiaries made available to the wider care sector An allocation of PS15,000 has been requested for completion of the summative assessment. This is 1% of the total project cost, meeting the ERDF Project Summative Assessment Guidance (ESIF-GN-1-033) requirements. For purposes of objectivity and transparency, the project will seek to appoint an external consultant. This appointment will be made via a Request for Quotation. The programme team will advertise through partners, associated companies, and specific sector groups to maximise responses and to support the ongoing development of the specialist consultancy list. Three quotations will be obtained, per Commission Interpretative Communication principles.
