That tendering exercise has identified a preferred service provider for processing of waste paper whose nominated haulier has priced for the haulage element of the combined service provision. However, the Authority wishes to offer the tendering opportunity for the haulage element of the Service provision to a wider haulage market through an independent and separate tendering exercise, which is the subject of this tendering exercise. In the event that this independent and separate tendering exercise results in the price and quality scores achieved by an independent haulier being more than 3 % higher than that achieved by the waste paper processor's nominated haulier, then the haulage provisions of the Service will be awarded to an independent haulier appointed by DCC.
