## Summary

The Ministry of Defence, with its base in Bristol, oversees the award of a framework contract for the procurement of maintenance, repair, and overhaul services (MRO) for Royal Naval Platforms. The contract, identified as "704399451-33 - MSS/142 MRO043 - CAN", falls under the industry category of "Repair and maintenance services of warships" (CPV 50640000). This ongoing procurement process employs a "selective" method through a restricted procedure above the threshold, with the award stage commenced on 25th March 2025 and completion expected by 18th September 2025. The overarching framework is valued at £317 million and is set to expire on 31 March 2031. This represents a substantial business opportunity due to the potential scope and expansion of the HM Naval Fleet across multiple regions including British Overseas Territories, Channel Islands, Europe, and the UK.

This tender provides significant opportunities for businesses specialising in maritime maintenance who are looking to engage in long-term service contracts. It is highly suitable for SMEs and voluntary, community and social enterprises (VCSE), ensuring a breadth of competition and innovation through ongoing mini-competitions. Suppliers such as Scott Aerospace and BAE Systems Surface Ships Limited already participate, highlighting the call for established firms with the capability to handle complex marine systems. Businesses well-versed in marine transmission, steering, and stabilization systems would be ideal contenders, potentially benefiting from steady revenue streams, enhanced market presence, and involvement in high-profile defence projects.

The awarded call-off contract value was determined subsequent to a competitive exercise undertaken in accordance with the framework terms. The overall framework contract runs to 31 March 2031 and has a maximum value of PS317m.The call-off contract value is withheld due to commercial sensitivities and the ongoing competitive nature of the Framework.
