## Summary

The Crown Commercial Service is currently conducting a tender for "CCCC17A16 - National Infrastructure Assessment: National Estimates for Capture of Land Value Uplift." This procurement process falls under the category of research and development services and related consultancy services, with a total value of £95,000 and a minimum value of £50,000. The tender period is set to close on 3rd April 2017, and the contract is expected to commence on 10th April 2017, lasting until 15th December 2017. This opportunity is not limited to the UK but is open to bidders across British Overseas Territories, the Channel Islands, Europe, the Isle of Man, and beyond.

This tender presents significant growth opportunities for businesses specialising in research, data analysis, and consultancy services, particularly those with a focus on land valuation and infrastructure assessment. Small and medium-sized enterprises (SMEs) are encouraged to participate, as the procurement is designed to enable their involvement. Fostering collaboration between innovative firms and the National Infrastructure Commission could lead to enhanced visibility and open doors to further contracts within the public sector, especially in the realm of infrastructure and land use analytics.

## Notice

The National Infrastructure Commission ("NIC") is an executive agency of the Treasury that enables long term strategic decision making to build effective and efficient infrastructure for the UK. The purpose of this requirement is to appoint an external provider who will deliver the following: 1 A tool/calculator that provides estimates in land value uplift following from changes in land purpose or infrastructure improvements. This tool should: a. be as detailed and comprehensive as possible by, for example, providing estimates for differentials in land value changes across locations at the lowest geographical level possible as well as for all different types of mechanisms or broader reforms in place; b. be flexible to allow to appraise the impact of alternative mechanisms or to easily incorporate relevant policy changes; and c. comprise a sensitivity analysis to allow for potential deviations in the estimates of land value uplifts that can arise due to the uncertainty they are subject to. 2 A rich and extensive database that gathers information on the value and designation (change in land use) of land and how this has changed over time, ideally at the lowest possible geographical level. The data and the model should be provided either in Excel (preferably) or Stata formats only. 3 Extensive model documentation to allow the NIC to use the model independently of the Provider. This documentation should include clear and simple guidance that will allow the NIC as end-user to operate the model, as well as a clear explanation of the model structure and logic, its methodology, underlying assumptions and limitations; inputs required and outputs expected. For full details of the requirement please refer to Appendix B Statement of Requirement. Additional information: How to apply Instructions to Potential Providers: Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite in order to respond to the Procurement. Full instructions for registration and use of the system can be found at: http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the e-Sourcing Suite, you will need to express your interest by emailing ExpressionOfInterest@Crowncommercial.gov.uk [The dead line for expressing an interest in the Request for Information event is [insert time, day and date (DD/MM/YYYY)]] [Delete if not applicable (ie Open competitions)] Your email must clearly state: - name/reference of this procurement - the name of the registered supplier; and - the name and contact details Crown Commercial Service will then process your registration and assign your organisation to the opportunity.
