## Summary

The Department for Environment, Food & Rural Affairs (Defra) has awarded a contract titled "RDE673 Science communication of Fisheries Management Plan (FMP) Evidence" under the industry category of Research and Development Consultancy Services (CPV: 73200000). The procurement process is in the Award stage, with the contract being valued at £20,911 and running from 23rd September 2024 to 31st March 2025. This selective procurement, which utilised a call-off from a framework agreement, spans multiple locations including the UK, Europe, British Overseas Territories, Channel Islands, Isle of Man, and the rest of the world. Key dates include the tender period ending on 16th September 2024 and the contract award date of 30th September 2024.

This tender presents significant opportunities for businesses specialising in science communication, fisheries management, and research to engage directly with Defra and contribute to a high-profile government programme. The work involves closing evidence gaps in fisheries management plans, offering small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) a chance to grow by providing consultancy services in a collaborative and transparent environment. Innovative businesses in the research and development sector, especially those with expertise in environmental and fisheries management, are well-positioned to benefit from such initiatives.

## Notice

Purpose: * The Fisheries Act 2020 commits the UK to publishing 43 FMPs by the end of 2025 and as set out in the Joint Fisheries Statement, Defra is responsible for delivering 15 of these plans. * Five FMPs have been published to date with the implementation of these plans underway. * The Defra led FMP Programme has been delivered in a transparent and collaborative approach with stakeholders. In early 2024, we committed to adopting a similar approach on the evidence stream of the FMP Programme. * Alongside the published FMPs, Evidence Statements were produced for each FMP that sets out the current baseline of evidence on the stocks in the plans and those fishing them. A list of evidence gaps was also produced which sets out what evidence is still needed in order to be able to implement the goals and measures as set out in the plans. * Defra, working with Cefas, have commissioned the delivery of various projects to start addressing some of these evidence gaps, and will aim to commission further work next financial year to continue to address these gaps. * To ensure transparency we would like to communicate this work to stakeholders, as well as gather feedback and identify opportunities for collaboration for next financial year.
