## Summary

NHS England is initiating a public procurement process titled "Improve vaccination uptake in secure and detained estate settings" under the industry category of Health Services. This procurement, in the planning stage, targets improving vaccination literacy in secure settings such as adult prisons and immigration removal centres in regions including Norfolk, Southwark, Wakefield, Surrey, and East Essex. The procurement method is an open procedure for a projected value of £60,000. Key dates include the publication of future notices on 2 July 2025, with the project set to commence on 1 September 2025 and conclude on 30 April 2027. Relevant parties may refer to this initiative on Contracts Finder for more information.

This tender presents an excellent opportunity for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). It is especially suited for businesses specialising in health services, educational program development, or those with expertise in engaging with detained populations. The multi-phase project involves creating tailored vaccination learning programmes, offering growth potential for businesses adept in collaborative healthcare solutions. Companies with experience in health education or services within secure environments may find this opportunity particularly advantageous.

## Notice

mprove vaccination uptake in secure and detained estate settings The project aims to increase vaccination literacy in secure and detained estate settings including adult prisons, immigration removal centres (IRCs), Children and Young People Secure Estates, in order to improve uptake of key vaccinations amongst these populations. Review of Joint Strategic Needs Assessment (JSNAs) conducted across local authorities (Norfolk, Southwark, Wakefield, Surrey and East Essex) identified lack of knowledge amongst staff, prisoners, asylum seekers and children as a key barrier to vaccination and screening uptake in detained estate settings. Adults and children across secure and detained settings experience greater health problems than the rest of the population. Individuals within prisons are more likely to experience additional healthcare needs, such as neurodevelopmental disorders, substance misuse and mental health disorders. Recent UK Health Security Agency (UKHSA) research highlights that asylum seekers are open to screenings and vaccinations when provided with clear, accessible information on health protection and options available. Subject matter experts have highlighted a lack of national accessible and appropriate learning resources on vaccinations for people living and working in secure and detained estates. The proposed multi-phase project will develop five bespoke vaccination learning programmes, tailored to specific cohorts: adult men, adult women, children, healthcare staff, operational staff). The project involves five phases: review of existing material, engagement with staff and prisoners/children, design learning programme, implementation and evaluation. The specification detailing the requirements within each of these phases, has been developed with close partnerships with a supportive steering group made up of SMEs with representation from over 10 different organisations working with the secure and detained estates to improve healthcare.
