## Summary

Transport for London (TfL) is currently inviting tenders for the "TfL Employability Programmes", aimed at enhancing the employability of disadvantaged groups affected by the pandemic. This open procurement process seeks to establish a framework of providers through two distinct lots: Lot 1 focuses on individuals with no or limited work experience, while Lot 2 is for those with significant work experience but who have been out of work for an extended period. Key dates include the tender submission deadline, which is set for 12:00 Noon on 12th January 2022, and contract commencement is expected on 19th January 2022, continuing until 18th January 2026. The procurement falls under the services category, particularly in the area of education and training services.

This tender presents significant opportunities for organisations specialising in employment services, training, and recruitment, especially those with experience working with disadvantaged communities or in partnership with charities and social enterprises. Small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are especially encouraged to participate, as the programme aims to create impactful and socially significant employment pathways. Businesses that are adept at providing tailored training solutions and deliver social value initiatives will be particularly well-positioned to compete for this contract.

## Notice

Skills & Employment is a function within TfL's Diversity, Inclusion and Talent directorate and are responsible for the design and delivery of talent pipelines such as apprenticeships, graduate schemes, employability programmes and initiatives in line with the Mayor's Skills for Londoner's Strategy and aligned to government skills policies. The employability programmes provide work readiness skills and opens doors to employment to some of the most disadvantaged groups in society; helping them to become work ready through partnerships with charities, delivery partners and business stakeholders that enables them to develop employability skills and experiences. Additionally, individuals who fall into these groups have been disproportionately impacted by the current pandemic and now face even greater barriers to employment. The primary purpose of the employability programmes is to equip the learners with the relevant skills, knowledge and behaviours needed to attain sustained employment as part of a wider social value not necessarily for the benefit of TfL. TfL is a seeking to establish a framework with 2 Lots of providers to deliver the programme. Lot 1 - Ways into Work - those with no or limited work experience Lot 2 - Routes back to work - for those with significant work experience but have been out of the workplace for a period of time The tender process will be managed on TfL's e-tendering portal ProContract.
