## Notice

The College of Policing is the professional body for the police in England and Wales. The College works to raise the professional status of police officers and police staff. It plays a vital role in setting standards and in the training and development of police officers and staff, ensuring that they have the knowledge and skills they need in order to fight crime and protect the public. This opportunity is an invitation to participate in a competition for a 2-year licence to use the College of Policing's Domestic Abuse Matters Change Programme ('DA Matters') to deliver training to delegates from Home Office police forces. It includes the College's: * 1-Day (7 hour) First responder training * 1-Day (7 hour) Champions training The government's definition of domestic abuse is "Any incident or pattern of incidents of controlling, coercive, threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between those aged 16 or over who are, or have been, intimate partners or family members regardless of gender or sexuality". DA Matters is a programme of activity to help policing organisations to enhance the knowledge and skills of their workforce who act as 'First Responders' and those 'Champions' who manage or supervise them, in order to improve the police response to domestic abuse. The trainer-led classroom based sessions include a mixture of videos, PowerPoint presentations, and group discussions. Key learning outcomes are for delegates to be able to explain what is meant by the term 'coercive control', understand the effect of multiple controlling behaviours on victims, and identify why victims can find it difficult to leave an abusive partner. The programme is a response to recommendations in the HMIC's 2014 report entitled "Everyone's business: Improving the Police Response to Domestic Abuse". This timetable may be changed by the College at any time. Bidders will be notified if changes are necessary. Tuesday, 9th April 2019: Issue of an Invitation to Bid letter to organisations who the faculty believe are best placed to deliver it and advertise opportunity on Contracts Finder and College website. 5.00pm, Tuesday 23rd April 2019: Deadline for receipt of clarification questions. Friday, 26th April 2019: Clarification responses issued. 5.00pm, Monday 6th May 2019: Deadline for applications. 5.00pm, Friday 10th May 2019: Grant of licenses and decline letters to bidders. Additional information: The College, working with partner organisations, has developed, piloted and evaluated this change programme. The College now wishes to grant a number of organisations a non-exclusive, royalty free licence to deliver this programme as rapidly as possible to achieve cultural change and to improve the police response to domestic abuse incidents. This licensing opportunity is being advertised and competed to ensure openness, fairness and to obtain optimum value for money for policing. There is no Licence Fee for delivering this Programme although some charges may apply (for example for licensees' trainers to attend the initial Train the Trainer event). Bidders must comply with the bidding process by completing the bidding application within the specified timeframe. Bids will be evaluated in accordance with the marking scheme set out in the bid application. Estimated maximum demand for DA Matters training within Home Office police forces, is approximately: * 3,551 First Responder training courses * 355 Champions training courses However, the College does not guarantee any volume of training to be delivered under this licence and there is no mandate requiring any Home Office police force or any other organisation to undertake this training. It is currently estimated that approximately 60% of the 43 Home Office police forces in England and Wales may choose to take up this training. Home Office police forces will be required to procure the training from a licensee through their normal procurement processes and guidelines. Each course will be run for a maximum of 25 delegates. The base Target Price for course delivery is PS2,163 (exclusive of venue/ accommodation, meal/refreshment costs and VAT). Volume discounts of 5%, 10%, 15%, 20% and 25% have then been applied to five further categories creating a Target Price for each category based on the volume of courses to be delivered in that category.
